Modernisation of DPSUs: Parliamentary Standing Committee on Defence visits BDL

New Delhi/Hyderabad: The Parliamentary Standing Committee on Defence, Chaired by MP Jual Oram visited Bharat Dynamics Limited (BDL), Hyderabad on August 27. The Committee visited to study the 'Modernization of Defence Public Sector Undertakings.' On arrival, the Committee members were received by BDL CMD Commodore Siddharth Mishra (Retd) at BDL's Kanchanbagh Unit.

During the briefing, the Committee was informed that BDL is working on futuristic technologies like Artificial intelligence, industry 4.0, robotics etc to manufacture and supply advanced weapons for the Indian Armed Forces. They were apprised about the current product range, manufacturing facilities and modernization initiatives being undertaken by BDL.

The Committee was also apprised about the contribution BDL is making to accomplish the 'Atmanirbharta' mission of the government and the indigenisation efforts being made by BDL for the products currently being manufactured under collaboration with foreign countries.

Later, the Committee visited the in-house R&D and manufacturing facilities of Akash and Medium Range Surface to Air Missile Divisions. After the factory visit, Hon'ble MP and Chairman of the Parliamentary Standing Committee on Defence Jual Oram appreciated the work being done by BDL.

Commodore Mishra stated that BDL is committed to working towards the creation of an 'Atmanirbhar Bharat' in the Defence sector by modernising its facilities and training its manpower. Further, the company is also encouraging start-ups and MSMEs to work in this direction. BDL is also entering into an agreement with several foreign original equipment manufacturers to transfer the technology into India, which would contribute to the 'Make in India' programme of the government. To rapidly absorb, sustain and develop the emerging technologies, the company has strengthened its in-house R&D by recruiting engineers from premier institutions in the country and train them on a regular basis. BDL has also increased its investment in R&D facilities.

Modernisation at BDL:

BDL has been constantly upgrading its manufacturing technologies and processes to state-of-the-art including industry 4.0, robotics operated workshops, latest surface mounted devices assembly lines and has always maintained the highest quality standards in its products by adopting to best QA practices like AS 9100, zero-defect etc.

All the production divisions of BDL have been certified to AS 9100D Aerospace Quality Management System Standard. The corporate office is certified to ISO 9001:2015 Quality Management System.

The company has been certified with ISO 27001:2013 for Information Security Management of its IT Systems. The three manufacturing units are certified with ISO 14001: 2015 Environmental Management System.

Recent trends indicate rapid strides are being made by countries over the globe in utilizing artificial intelligence (AI) based technologies for the development of the next generation of weapon systems. Taking cognizance of this fact, BDL has started undertaking the development of products for the Armed Forces with AI Technologies with the active participation of start-ups.

To give an impetus towards contribution to make India Atmanirbhar in Defence, BDL is setting up new manufacturing facilities in its premises such as 'Seeker Facility Centre', 'Warhead Production facility' and 'High-Temperature Carbon Composite manufacturing facility.' In addition, Konkurs Missile Test Equipment and Konkurs Launcher Test Equipment have been developed in-house which is an indigenous substitute to the foreign equipment imported earlier by the Indian Army and another step towards Atmanirbharta in Defence.

BDL has been working relentlessly towards maximizing the indigenous components and sub-assemblies of missiles being manufactured under foreign collaboration. Working towards this mission, BDL has indigenized a few components and sub-assemblies of Anti-Tank Guided Missiles and Underwater Weapons, which were being imported by the Company.

To cater to the growing demands and need to offer state of the art weapons to the Armed Forces, BDL is augmenting the resources for infrastructure developments and emphasis is being given to optimally invest for modernization requirements.

Thrust is also being given to efforts towards Innovation of in-house developed products. Synergy is being maintained between the industry and academia to sustain the balance between experience and knowledge industry. BDL is also identifying areas of new technologies required to modernize the processes and facilities.
